Michael Barnes is a seasoned IT executive with a distinguished career delivering customized technology solutions across complex federal environments. With deep expertise spanning roles such as Capture/Proposal Manager, Deputy Project/Program Manager, Technical Lead, Developer, and Functional Subject Matter Expert (SME), Mike brings a unique blend of leadership, technical acumen, and strategic insight to every engagement.

His technical background includes the successful deployment of Enterprise Portal, HCM, and EPM systems, as well as hands-on experience with PeopleTools, XML Publisher, Integration Broker, Application Engines, PeopleCode, and SQR. He is also well-versed in configuring PeopleSoft environments, including application/web servers, 8.9 row-level security, and core HCM setups.

Mike has managed multimillion-dollar contracts and maintains trusted relationships with senior federal executives. He provides oversight to cross-functional teams, including developers, functional analysts, and QA/testing personnel. His current role includes leading the implementation and oversight of the federal government’s first modeled payroll system, which will be deployed across multiple agencies including GSA, OPM, RSA, RRB, and NCUA.
